Text-to-9-1-1 capabilities will arrive on the networks of the "Big 4" wireless carriers in 2014 under an historic agreement reached late last week between NENA, Verizon, AT&T, Sprint, and T-Mobile, and APCO. The agreement was submitted to the Federal Communications Commission (FCC), which is scheduled to discuss the issue and consider further action at its upcoming meeting on December 12. 
 
The agreement does not mean that text-to-9-1-1 service will be available to all consumers by 2014; that will hinge on the deployment of hardware, software and training at the more than 6,000 9-1-1 centers across America.  
 
However, the agreement is expected to hasten the day when all Americans can call for emergency aid via text messages.
Text-to-9-1-1 capabilities are especially sought by people in the hearing and speech disabilities communities.

The presentation will review the challenges of resuscitation, the role of dispatch, and provide examples of the good and the bad, demonstrating just how integral dispatch is.

It is no surprise that data communication is swamping telecom networks. Consumers are generating growing amounts of data on their own through texting, emailing, and social networking, and rely less and less on their phones for talking. Yet the current 9-1-1 system was built on the basis of voice communications (call 9-1-1 if you have an emergency). While voice remains the best choice for a 9-1-1 call, most consumers should be provided the option to text or email when they are experiencing an emergency. When needed, texting or emailing is far more discreet and can be done almost silently for those who find themselves in situations where speaking could prove harmful to their own safety. For some consumers, texting is their primary or only option to communicate. So, what are the 9-1-1 experts doing about texting, emailing and the next generation of emergency communications?

There is no fee to register, but you must register in advance. The event will be archived for on-demand playback.

 
The NENA Publications Committee is seeking submissions for publication consideration on local, state, and federal governance-related issues (e.g. effectively conveying issues to decision makers, enabling NG9-1-1 through regulatory review, public safety funding opportunities, and restructuring of local/region/state planning, acquisition, and ongoing management of NG9-1-1 services to better enable economic and operational effectiveness).

Manuscripts should not exceed 20 double-spaced pages and should follow current American Psychological Association (APA) style. Further instructions for authors can be found by clicking here

Manuscripts may be submitted electronically; send the document as an email attachment to NENA Communications Director Chris Nussman for consideration. The submission deadline is December 17, 2012.
 
The Next Generation 9-1-1 Institute (NG9-1-1 Institute) has announced the results of the 2012 election for five seats on the organization's Board of Directors. The Institute has nearly 2,000 members nationwide and holds an annual election for representatives from public safety, industry, and non-profits. These professionals provide industry expertise, guidance, and recommendations as they work together for the advancement of public safety communications and in support of the Congressional NextGen 9-1-1 Caucus. 

The NG9-1-1 Institute membership elected the following five individuals to the Board of Directors:
  • Angel Arocho, Comcast, representing the IP-Enable Service Provider position                     
  • Jim Bugel AT&T, representing the Large Telecommunications Carrier position
  • Nneka Ezenwa, Verizon, representing the Wireless Provider position
  • Mark Lee, Denise Amber Lee Foundation, representing the Member at Large position
  • Jim Shepard, 911 Datamaster, representing the Member at Large position

COMMENTS DUE: December 13, 2012 | REPLY COMMENTS DUE: January 14, 2013

On February 22, 2012, Congress enacted the Next Generation 9-1-1 Advancement Act of 2012 as part of the Middle Class Tax Relief and Job Creation Act of 2012. Section 6509 of the Act directs the Commission to issue a report, within one year of enactment, containing recommendations for the legal and statutory framework for Next Generation 9-1-1 (NG9-1-1) services. 

To assist the Commission in developing the recommendations to Congress that will be included in the report, the Public Safety and Homeland Security Bureau seeks comment on the issues discussed in this Public Notice.
