NENA's Center Manager Certification Program (CMCP) is designed to equip recently hired, newly promoted, and aspiring PSAP and 9-1-1 Authority managers and supervisors with the tools needed to effectively manage their agency through a rigorous 40-hour course of lecture and lab-based education. For more seasoned 9-1-1 professionals, the CMCP may serve to fill in some of the gaps and strengthen core competencies required in emergency communications center management.

The CMCP, unlike many other upper-level emergency communications training programs, utilizes a real-world, hands-on approach that is focused on topics encountered daily by managerial and supervisory level personnel: Business Writing, Financial Management, Human Resources, Legal Issues, and Communications Skills. With a curriculum built by current and former 9-1-1 center managers with decades of combined supervisory and training experience, the program will provide you with knowledge and skills that can immediately and drastically improve your on-the-job effectiveness and enhance your agency's everyday operations.

NENA is pleased to announce the selections of NENA Past President Craig Whittington, ENP and Illinois-TERT State Coordinator & Vice President Brian Tegtmeyer, ENP to serve on the association's Education Advisory Board (EAB). 

The EAB's ongoing goals are to: 1) Act as an advisory body and information filter for the Executive Board, committees, and staff; 2) Identify and advocate what types of products and educational offerings should be developed and offered for the education of the NENA membership; 3) Facilitate the development, review, and production of books, texts, video, Internet-based resources, and/or any other materials or systems that support NENA's educational initiatives and mission; 4) Participate in the marketing of educational offerings, materials, and other related NENA resources; 5) And develop and engage in activities and initiatives that further the EAB’s mission and support the larger work of the Association.

OPS UPDATE
On September 5, AT&T and the Tennessee Emergency Communications Board announced a statewide trial of text-to-9-1-1 service. "NENA applauds the State of Tennessee and AT&T for conducting this trial," said NENA CEO Brian Fontes. "This effort underscores what can be accomplished when industry and public safety work together for the benefit of all.

"For those in the hearing and speech disabilities community, access to 9-1-1 via text messaging enables the immediate connection to emergency services that every citizen deserves. While NENA strongly recommends contacting 9-1-1 via traditional voice communications whenever possible, we are truly excited by this development and look forward to the day when text-to-9-1-1 can be made available nationwide."

The abundant availability of Internet access and increasing development of websites and smartphone applications available to the public that allow individuals to quickly communicate information about themselves in a digital world has transformed how society communicates. These technologies, defined as part of Web 2.0 (includes Twitter, Facebook and other social networking sites and widgets), have created methods of communicating that are quickly becoming a primary method of communicating between individuals, especially in specific demographics such as teenagers. Social networking is quickly becoming the predominant method of keeping individuals informed about a variety of current events on both a personal level as well as events in global community. The popularity of social networking applications has been facilitated by the offering of numerous free or low-cost applications and the mobility provided to consumers through smartphones. This has created a phenomenon where the public may be made aware of a public safety incident prior to the first 9-1-1 call being received at the PSAP to report the emergency.

TECH UPDATE
NENA Core Services Committee, Data Structures Subcommittee, Civic Location Data eXchange Format Working Group (CLDXF WG) has created the Next Generation 9-1-1 (NG9-1-1) Civic Location Data Exchange Format (CLDXF) Standard as one component of a larger suite of NG9-1-1 standards. The NG9-1-1 standards are intended to provide a common and mutually-understood means for PSAPs to exchange 9-1-1 call location information. This document defines the civic location data elements that will be used to support the NENA compliant Next Generation systems, databases, call routing, call handling, and related processes.

The draft standard has been posted to the NENA website and is available for a 15 business-day public review and comment period ending October 5, 2012, at 5pm ET. Due to the number of comments previously received and the quantity of edits and clarification that have been made to this document, it is being released for a 2nd round of public review and comments with only the edits shown being subject to review.

There are two accepted ways to provide comments on this document:

1. If you are a NENA Committee member, please submit your comments using the NENA Intranet (WebEx) Comments Tracking Database. Select "NEW" and fill in the blanks. If you have several comments, you also have the ability to attach a document.

2. If you are not a NENA member, please complete the NENA Comment Tracking Form and email to docreview@nena.org no later than October 5, 2012, 5pm ET.
 
This NENA Information Document (NID) discusses a situation that was observed when a Mass Calling Event to 9-1-1 occurred within a Legacy 9-1-1 system provider platform. Investigation by the Network Reliability Steering Committee (NRSC) determined that certain types of Legacy Selective Routers (SR) are susceptible to removing SR to PSAP trunks from service during high call volume events. This document will discuss certain procedures, and policies that NENA, Legacy SR Operators, Public Safety agencies, and other equipment and network providers can do, alone or together, to prevent the SR from removing trunks from service.

GOVERNMENT AFFAIRS UPDATE
Extended outages of 9-1-1 emergency services after the recent "derecho" storm in the National Capital Region revealed serious vulnerabilities in those systems. But an active, dedicated response from telecommunications carriers and local government agencies can help prevent such outages and improve emergency services in the future.

That was the message delivered to Congress today on behalf of America’s 9-1-1 call centers by Trey Forgety, Director of Governmental Affairs for the National Emergency Number Association (NENA), in testimony before the House Committee on Homeland Security, Subcommittee on Preparedness, Response, and Communications.

The unusually intense thunderstorm on June 29 inflicted damage from Chicago to the DC metro area. Millions of people were left without 9-1-1 service for several days due to power outages and generator failures at various service facilities, compounded by a lack of data about what was happening.

"Providing emergency service is perhaps the core function of the government, and 9-1-1 is the critical link between the public and emergency responders," Forgety testified. "When the safety of the public is at stake, we must put aside the temptation to assign blame, and focus instead on learning how we can prevent future failures."
