NENA NEWS
On August 30,  Louisiana Telecommunicator Emergency Response Taskforce (TERT) State Coordinator Violet Anderson notified National Joint TERT Initiative (NJTI) Co-Chairs Sherry Decker and Natalie Duran of a TERT request for assistance by the St. John the Baptist Parish Sheriff's Office PSAP. The center had been overloaded with requests for service and all the telecommunicators, who were also victims of the storm, had been working non-stop. 

The eight-member TERT Team, consisting of six members and two Team Leaders, provided support for the PSAP staff who were pushing 40 hours on-duty without relief. NENA commends the TERT Team for their extraordinary dedication to service during this crisis.

NENA's Center Manager Certification Program (CMCP) is designed to equip recently hired, newly promoted, and aspiring PSAP and 9-1-1 Authority managers and supervisors with the tools needed to effectively manage their agency through a rigorous 40-hour course of lecture and lab-based education. For more seasoned 9-1-1 professionals, the CMCP may serve to fill in some of the gaps and strengthen core competencies required in emergency communications center management.

The CMCP, unlike many other upper-level emergency communications training programs, utilizes a real-world, hands-on approach that is focused on topics encountered daily by managerial and supervisory level personnel: Business Writing, Financial Management, Human Resources, Legal Issues, and Communications Skills. With a curriculum built by current and former 9-1-1 center managers with decades of combined supervisory and training experience, the program will provide you with knowledge and skills that can immediately and drastically improve your on-the-job effectiveness and enhance your agency's everyday operations.

The NENA Publications Committee is seeking submissions for publication consideration on PSAP HR issues (e.g. stress, management/leadership, staffing, scheduling, generational differences).

This workgroup is tasked with the creation of a NENA information document to guide the development of site/structure address point creation in a Geographic Information System (GIS). Site/structure address points must represent addresses assigned by the local 9-1-1 addressing authority, which may not reflect in all cases the current addresses in use today in Commercial or USPS databases. This document is meant to provide PSAP management, vendors, and other interested parties guidelines for the development of a site/structure GIS layer, including sub address level attribute fields. Sub address level attribute fields are already defined within NENA document 71-003, 'NENA Standards for NG9-1-1 GIS Data Model.' The NG9-1-1 GIS Data Model outlines the recommended table structure for this type of 9-1-1 GIS layer but does not define the placement or spatial representation criteria for site/structure address points. The development and presentation of this recommended criteria is the main goal of the SSAP Workgroup.  

The SSAP Workgroup will take into account NG9-1-1 functionality within the Location Validation Function/Emergency Call Routing Function (LVF/ECRF) as well as general data use for public safety.

OPS UPDATE
The abundant availability of Internet access and increasing development of websites and smartphone applications available to the public that allow individuals to quickly communicate information about themselves in a digital world has transformed how society communicates. These technologies, defined as part of Web 2.0 (includes Twitter, Facebook and other social networking sites and widgets), have created methods of communicating that are quickly becoming a primary method of communicating between individuals, especially in specific demographics such as teenagers. Social networking is quickly becoming the predominant method of keeping individuals informed about a variety of current events on both a personal level as well as events in global community. The popularity of social networking applications has been facilitated by the offering of numerous free or low-cost applications and the mobility provided to consumers through smartphones. This has created a phenomenon where the public may be made aware of a public safety incident prior to the first 9-1-1 call being received at the PSAP to report the emergency.

GOVERNMENT AFFAIRS UPDATE
On August 29, the FCC released an Order on Reconsideration, modifying one aspect of the agency's July 31, 2012, Order that provided a process for entities implementing public safety networks to receive STAs to continue their deployment. The July 31 Order limited early deployment under STAs to existing public safety broadband spectrum and did not include the 700 MHz D-Block spectrum. In response to an August 17, 2012, NTIA letter and under the Order on Reconsideration, the FCC will now entertain STA applications that contemplate 10x10 MHz operations - i.e., operations that span both the existing public safety spectrum and the 700 MHz D-Block (758-763 MHz/788-793 MHz).

In the Order on Reconsideration, the Commission noted that NTIA "persuasively argues" that limiting STA operations to the existing public safety broadband spectrum "could unduly constrain early deployments and undermine their value as a resource for FirstNet." However, the Commission declined to prohibit "the operation of public safety broadband networks under STA on a 5x5 MHz basis" as such a "prohibition may unduly prejudice those jurisdictions that have invested substantially in developing 5x5 MHz public safety broadband networks and may be prepared to enter service in the immediate term. .... We find that the best course is to provide each jurisdiction flexibility in managing this transition for its own deployment. We believe that our approach strikes a reasonable balance between accommodating the prior plans of STA applicants and preserving their need for flexibility, while addressing NTIA's concerns in accordance with the emphasis in the STA Order on 'facilitating integration of these facilities to the greatest extent possible in order to support FirstNet's mission.'"
