Arizona's State 9-1-1 Administrator, Barbara A. Jaeger, ENP, Begins Term as NENA President

A new NENA Executive Board took office during the Installation Banquet & Gala at the NENA 2012 Conference & Expo last week in Long Beach, CA. Barbara A. Jaeger, ENP was sworn in as President, while Bernard Brown, ENP became 1st Vice President and Christy Williams, ENP assumed the office of 2nd Vice President.

After the ceremony, Ms. Jaeger addressed the attendees and put forward her goals for the coming year. Most notably, she spoke about the critical role the association continues to play in enabling the transition to Next Generation 9-1-1. "At NENA, we must do whatever we can to educate policy makers and legislators on the importance of NG9-1-1 and the national commitment that will be required to build and maintain these networks," she said.

"Our job is to make sure both Congress and the President... are committed to funding and deploying NG9-1-1," Ms. Jaeger continued. "We will work with our nation's leaders to achieve what is in the best interest of all Americans - especially the nearly 1 million people who reach out to 9-1-1 every day."

The departure of an Education Advisory Board (EAB) member has created a vacancy on the committee. NENA is looking to fill the open seat with a NENA member in good standing who possesses the desire and dedication to become part of the team charged with carrying out NENA's educational mission. For more details, please see the Statement of Purpose and Duties for EAB Members, the EAB Candidate Application & Questionnaire, and the Applicant Information Submission Instructions. All documentation from applicants must be received by close of business on Friday, July 20, 2012, in order to be considered for the position.
 
NENA is seeking volunteers to assist with XML Schema Document development. Periodically work groups develop data formats for various 9-1-1 functions and then XSD expertise is needed to complete the appropriate XML documentation. We have pending work to be done and could really use your expertise. If you would be interested in helping NENA with this critical effort, please contact Delaine Arnold at 813.960.1698.
 
NENA Standard for NG9-1-1 Policy Routing Rules, NENA STA-001.1, May 10, 2012, (DRAFT) has been posted to the NENA website and is available for the 15 Business Day Public Review and Comment starting Monday June 4, 2012, and ends on Friday June 22 10, 2012, at 5PM ET.

The Policy Routing Function (PRF) described in 08-003 is the function that handles the diversion of calls. To support the PRF, Policy Routing Rules (PRRs) must be developed. These PRRs define where calls are diverted if the target PSAP is unreachable. This Working Group’s charter was to define a template to guide the development of these PRRs. To that end, the committee developed templates to facilitate the PRRs that a 9-1-1 Authority must develop for any new NG9-1-1 System. This minimum set of rules addresses situations requiring call diversion present in the current E9-1-1 system. A 9-1-1 Authority may choose to implement additional and/or enhanced PRRs to divert calls in a manner that takes advantage of capabilities available in a NG9-1-1 system there are not available in E9-1-1 systems.

OPS UPDATE
The PSAP Operations Committee seeks members for the newly formed Devices and Sensors Working Group, tasked with developing an Information Document detailing the operational impacts of a PSAP receiving and processing emergency notifications from devices and sensors.  

If you have an interest in being an active participant on this important project, email the working group leaders Rob McMullen and Sandy Beitel to volunteer.
 
GOVERNMENT AFFAIRS UPDATE
Section 6504 of the Middle Class Job Creation Act of 2012 required the Commission to issue a Public Notice by May 22, 2012, regarding the ability/feasibility of Multi-Line Telephone Systems ("MLTS") to provide precise location information for 911 callers.

Among other things, the Public Notice seeks comment on:
  • The feasibility of MLTSs to provide the precise location of a 911 caller ("E911");
  • Costs associated with providing E911 over MLTSs;
  • Technical issues associated with providing E911 over MLTSs;
  • The feasibility of requiring all MLTSs to have E911 capability;
  • The number of firms and subscribers that would be impacted by E911 MLTS rules;
  • Whether MLTS E911 requirements should be incorporated into Part 68 as contemplated by NENA’s Model Legislation;
  • The role of the FCC in developing MLTS E911 standards;
  • NENA's "Technical Requirements Document On Model Legislation E9-1-1 for Multi-Line Telephone Systems" (NENA 06-750, Version 2).
Comments are due July 5, 2012, and Reply Comments are due August 6, 2012.
