NENA President Rick Galway recently announced that Immediate Past President Steve O’Conor has accepted a job in the private sector and, in accordance with NENA’s bylaws, resigned from the Executive Board. "On behalf of the Executive Board, I thank Steve for his exemplary service to NENA," said Galway. "He has been a valuable asset to the association for many years — first as a committee volunteer, then as a committee leader, and, most recently, on the Executive Board. I wish him the best in his new position and look forward to his continued involvement in other NENA activities." O’Conor will remain as Chair of the Publications Committee.

Article IV Section 2 of NENA’s bylaws states that, "[Executive Board] Officers may derive no more than 15% of their income from commercial activity connected in any way to the 9-1-1 industry." The position of Immediate Past President will remain vacant until June of 2012 when President Galway assumes that office.

GOVERNMENT AFFAIRS UPDATE
On November 8, NENA President Rick Galway issued the following statement in response to the Federal Communications Commission’s (FCC) 3rd Annual Report to Congress on State Collection and Distribution of 911 and Enhanced 911 Fees and Charges:

"Lives are saved every day thanks to America’s 9-1-1 system. Decades of government leadership and steady technological progress have given citizens a reliable 9-1-1 system they can trust. In return, citizens trust their state and local governments to responsibly manage the funds collected to pay for 9-1-1 systems. Misuse of 9-1-1 funds not only puts one of the nation’s most critical systems at risk; it also breaks the trust established with the public.

"Unfortunately, some state and local governments continue to see 9-1-1 revenues as a funding source for other programs. Funds the public remits in good faith specifically for 9-1-1 purposes must be used to further 9-1-1’s most basic purpose: to ensure that 9-1-1 callers can quickly be located in emergency situations and receive an effective emergency response. NENA encourages Congress, the FCC, and leaders in all fifty states to take action to end the practice of redirecting 9-1-1 fee revenues and ensure 9-1-1 systems have the funding necessary for the technological upgrades necessary to keep pace with consumer expectations and enable the seamless sharing of voice, text, video, and other data between citizens, 9-1-1 centers, and first responders."

On September 22, 2011, the Federal Communications Commission adopted a Notice of Proposed Rule making in the Next Generation 911 (NG911) proceeding. The NG911 NPRM sought comment on a number of issues related to accelerating the development and deployment of NG911 technology that will enable the public to send emergency communications to 911 Public Safety Answering Points (PSAPs) via text, photos, videos, and data and enhance the information available to PSAPs and first responders for assessing and responding to emergencies. TheNG911NPRMset deadlines for filing comments and reply comments at 60 and 90 days after publication in the Federal Register.

On October 12, 2011, the Federal Register published a summary of the NG911 NPRM. Accordingly, comments must be filed on or before December 12, 2011; and reply comments must be filed on or before January 10, 2012. The NG911 NPRM sets forth the comment filing instructions.

NENA’s new and improved career center now offers more options and search functionality to job seekers and recruiters, including the ability to browse openings by category, subscribe to receive e-mail notifications of new openings, and apply for openings directly online. Recruiters can now view and rate candidates applying for openings, search the resume database of available candidates (members-only feature), and manage postings online.
