NENA: The 9-1-1 Association recently announced that Jennifer Haag, Program Manager Analyst for the Indiana Statewide 911 Board, has been selected by the association’s Board of Directors to serve as NENA’s North Central Region Director. 

"I am truly honored by this appointment," said Haag. "I look forward to working with the rest of the board, NENA staff, and our committees and working groups to serve NENA’s membership and improve 9-1-1."

Haag’s appointment fills the vacancy on the board created when the former North Central Director, Gary Bell, was sworn in as the association’s Second Vice President.

Document Announcements

The NENA Managers Guide to Title II: Direct Access is a standard designed to assist managers in bringing PSAPs into compliance with the ADA and defines standards of operation that are essential for PSAPs to comply with Federal ADA mandates. As this is the second public review for this document, only the yellow-highlighted substantive edits are open for comment. Click here to download the document and submit your comments.

All comments are due by midnight Eastern on August 24, 2018. Contact the NENA Committee Resource Manager with any questions or concerns.

Washington Briefing

This action revises the implementing regulations for the 911 Grant Program, as a result of the enactment of the Next Generation 911 (NG9-1-1) Advancement Act of 2012. The 911 Grant Program provides grants to improve 9-1-1 services, E9-1-1 services, and NG9-1-1 services and applications.

The NG911 Advancement Act modifies the 911 Grant Program to incorporate NG9-1-1 services while preserving the basic structure of the program, which provided matching grants to eligible state and local governments and Tribal Organizations for the implementation and operation of Phase II services, E9-1-1 services, or migration to an IP-enabled emergency network.

The NG911 Advancement Act, however, broadens the eligible uses of funds from the 911 Grant Program to include: Adoption and operation of NG9-1-1 services and applications; the implementation of IP-enabled emergency services and applications enabled by NG9-1-1 services, including the establishment of IP backbone networks and the application layer software infrastructure needed to interconnect the multitude of emergency response organizations; and training public safety personnel, including call-takers, first responders, and other individuals and organizations who are part of the emergency response chain in 9-1-1 services. The NG911 Advancement Act also increases the maximum Federal share of the cost of a project eligible for a grant from 50 percent to 60 percent.

The Federal Communications Commission recently announced that its 911 Reliability Certification System is now open for filing annual reliability certifications, which are due on October 15, 2018. Covered 9-1-1 service providers should file certifications using the Commission’s online portal

The Commission’s rules require covered 9-1-1 service providers to take reasonable measures to provide reliable 9-1-1 service with respect to: (i) 9-1-1 circuit diversity; (ii) central office backup power; and (iii) diverse network monitoring.  Covered 9-1-1 service providers must certify as to their compliance with each of these three requirements or to their implementation of reasonable alternative measures.
