The NENA Information Document for Location Validation Function Consistency builds upon the specifications provided in NENA‑STA‑010 related to the Location Validation Function (LVF) and the Location to Service Translation (LoST) protocol. As there is room for interpretation within these documents, the goal of this informational document is to outline recommendations that LVF stakeholders, including operators, implementers, Geographic Information System (GIS) personnel and LVF clients can follow to help ensure responses to LoST queries to different LVFs are consistent. It also provides recommendations for LVF client systems as to how the recommendations for the responses can be utilized and provides operational guidance to the stakeholders listed above.

The NENA Standard Data Formats for E9‑1‑1 Data Exchange & GIS Mapping sets forth NENA standard formats for Automatic Location Identification (ALI) data exchange between Service Providers and Data Base Management System Providers, a GIS data model, a Data Dictionary, and formats for data exchange between the ALI Database and PSAP Controller equipment. The reason for revising this document is to add additional legacy Classes of Service (CoS), standardized use of Service Descriptions in the Customer Name/Service field, and specify the recommended CoS information in Section 19 and the recommended Service Descriptions in Section 20.

The NENA Standard for NG9‑1‑1 GIS Data Model defines the Geographic Information Systems (GIS) Data Model, which supports the NENA Next Generation 9‑1‑1 (NG9‑1‑1) systems of location validation and both geospatial call or dispatch routing. This is the standard to be referenced by GIS practitioners. This model also defines several GIS data layers (layers) used in local Public Safety Answering Point (PSAP) and response agency mapping applications for handling and responding to 9‑1‑1 calls.

NENA Recommended Generic Standards for E9‑1‑1 PSAP Intelligent Workstations defines the Public Safety Answering Point (PSAP) Intelligent Workstation (IWS) equipment requirements intended for use by users, manufacturers and providers of E9‑1‑1 Customer Premise Equipment (CPE). This standard is a guide for designers and manufacturers of E9‑1‑1 PSAP equipment.  It defines conditions and identifies engineering and technical requirements to be considered before the purchase of such equipment. It may also be of value to purchasers, maintainers and users of such equipment. See the full document here.

Washington Briefing

Emergency medical personnel, local politicians, and a commissioner of the Federal Communications Commission all converged on Cranston (RI) Central Library Monday night for a summit on diversion of state funds from the 9-1-1 call center, organized by District 16’s Representative Robert Lancia.

The event focused on how to improve emergency response for people calling 9-1-1 who are in danger, especially in regards to long wait times, improving technology, and bettering the training of dispatchers.

The summit was spurred by a Lancia-led investigation into the state’s 9-1-1 call center, located at the State Police barracks in Scituate. According to Lancia, it is costing the state $5.4 million to run the center despite an operating budget of roughly $15 million. That money comes from a fee on every Rhode Islander’s phone bill that is allocated to 9-1-1. That fee is $1.00 per landline and $1.26 per cell phone line.

FCC Commissioner Michael O’Reilly confirmed Monday night that Rhode Island is "diverting" this money to its general fund, saying that Rhode Island is a "self-reporting diverting state." He said that because of this, he argues that Rhode Island would not be eligible for federal 9-1-1 funding grants this year, since they "have diverted in the past and have made no changes to its practices." He said $115 million in federal funding would be given out to 9-1-1 call centers this year.

Volunteers Wanted
The continuing implementation of NG9-1-1 will result in significant impacts on telecommunicators and other 9-1-1 professionals. The 9-1-1 community is in need of guidance on what these impacts will be so that they may begin related planning efforts. Examples of the changes they will need to address include: changes in job qualifications; changes in job skills, knowledge and abilities; and potential changes in stress related impacts among many others. In addition, the very nature of the job of a 9-1-1 telecommunicator may change as they become involved with data and sensor analysis and interpretation.
 
Together, this information will help not only the current managers and leaders in the field as they prepare for impacts on telecommunicators, but also human resources professionals, educators, and individuals interested in the profession. The intention is to develop a NENA Standard and, potentially, an ANSI-accredited standard to address this topic. Weekly conference calls will be held on Wednesdays at 1PM Eastern for 1 hour.

Volunteers are needed for a new workgroup that will revisit the Civic Location Data eXchange Format (CLDXF) standard. Anyone interested in civic address formatting and data exchange, and particularly those who have experience with address data management in a Next Generation 9-1-1 context, should consider joining this workgroup. The Managers Guide to the ADA Title II: Direct Access Work Group is currently reviewing and updating the standard document to ensure that information from amendments of the Americans with Disabilities Act (ADA), as amended, and other essential federal rulings on providing direct and communication access to callers with disabilities are included.  
 
The Communications Modalities Work Group is developing an informational document with a chart that lists potential communication modalities used by different populations including people with disabilities to call and to communicate with 9-1-1, which includes a combination of video, voice and text via different network systems in an NG9-1-1 environment. 
 
The Emergency Notification for People with Disabilities Work Group is currently developing an informational document on access to emergency warning and information through visual and/or tactile means for persons with disabilities affecting their ability to receive traditional English text or audible messages.
