NENA Seeks Volunteers for Non-Mobile Wireless and Broadband Connectivity for 9-1-1 Work Group

Today there are home phones and services being introduced to change wireline service to wireless connectivity. A current example is Wireless Home Phones (WHP) where the CMRS network may be providing service to a static or portable (nomadic) adapter or device that is not a mobile wireless handset. In addition, various types of small cells, including home femtocells, are using wireline broadband access to improve CMRS wireless coverage and accessibility in homes, businesses, and public locations. These growing trends bring about an increasing need to maintain the availability of known dispatchable addresses for 9-1-1 at primarily indoor locations. In most instances the address or dispatchable location is known or can be obtained, rather than a less accurate Wireless Phase 2 derived longitude and latitude. 
 
This Work Group will: (1) Analyze current Wireless Home Phone (WHP) deployments with regard to wireline and Interconnected VoIP E9-1-1 parity for devices that are not generally mobile and provide as appropriate new recommended NENA standards to allow the most precise location information. (2) Analyze current Femtocells and Small Cell deployments in regard to wireline and Interconnected VoIP E9-1-1 parity for devices that are not generally mobile and provide as appropriate new recommended NENA standards to allow the most precise location information. (3) Analyze the greater growing use of CMRS wireless handsets with Wi-Fi voice capability or Wi-Fi only handsets for indoor Wi-Fi calling situations that are not generally mobile and the current default to wireless E9-1-1 Phase 1 and Phase 2 calling. (4) Analyze other similar current and near-term potentially problematic cases and expected new situations, and either include in a standard to formally establish expected methods or define for additional future work.
