In a strong display of bipartisan, bicameral leadership, the Homeless Children and Youth Act of 2017 was reintroduced Tuesday by Senator Dianne Feinstein (D-CA), Senator Rob Portman (R-OH), Congressman Steve Stivers (R-OH) and Congressman Dave Loebsack (D-IA).

When the Supreme Court banned capital punishment for crimes that were committed when a defendant was under the age of 18, it ruled that "standards of decency" had evolved to recognize that a juvenile's "lack of maturity and an underdeveloped sense of responsibility" distinguished his crimes from those of an adult.

Among youth who come into contact with the juvenile justice system, researchers determined that those who were also involved with the child welfare system were as much as 11 times more likely to be placed in a group home over those with no child welfare involvement.

California State Senators Holly J. Mitchell (D-Los Angeles) and Ricardo Lara (D-Bell Gardens) recently introduced a bill to eliminate administrative fees across the state for young people involved in the juvenile justice system.
