Wholesale used vehicle prices (on a mix-, mileage-, and seasonally adjusted basis) decreased 0.74 percent month-over-month in January. This brought the Manheim Used Vehicle Value Index to 131.0, which was a 4.9 percent increase from a year ago and the lowest level since last July. On a year-over-year basis, all major market segments except midsize cars saw gains. Luxury cars, pickups, and vans outperformed the overall market.

Features in this edition: On February 9, President Trump signed a bipartisan deal to reopen the government after a five-hour shutdown. While the legislative agreement sets out broad budget numbers for the next two fiscal years, it technically only funds the government through March 23, 2018.
 
On February 12, the White House rolled out President Trump’s long-awaited infrastructure plan that aims to repair the nation’s roads, bridges, tunnels, and more. The plan includes $200 billion in federal funding over the next 10 years.
 
On August 4, 2017, FMCSA and the Federal Railroad Administration announced the withdrawal of a 2016 advance notice of proposed rulemaking seeking information on potential standards for screening and treatment mandates for commercial drivers and rail workers diagnosed with obstructive sleep apnea.
 
 
   
The Liberal Government has taken a step back in its communication regarding the legalization of cannabis in Canada, indicating that a later summer rollout is likely. The legislation is currently stalled in the Senate due to concerns voiced by an employers’ coalition which wants the Senate to include an amendment that includes measures to impose mandatory drug or alcohol tests on workers in sensitive industries, including vehicle operators.

The NAFA Foundation, a not-for-profit charitable organization formed in 1976 to support the fleet industry, recently implemented bylaws changes that created a new Board structure and stronger ties to its sister organization, NAFA Fleet Management Association. The NAFA Foundation supports the advancement of the automotive industry through the promotion and encouragement of education and research projects; and receiving, administering, and disbursing grants and contributions.
 
 
   
NAFA announced the launch of its all new www.fleetcertification.org and www.nafasustainable.org websites on January 30. The sites are devoted to education in important subject matter from Asset Management to Professional Development and the necessary steps to "green" fleets.
