MESSAGE FROM THE EXECUTIVE DIRECTOR
Visit the conference website for more information and register today; the early registration deadline is Friday, November 22.  Dues renewal also begins this week.  Dues rates in 2014 will remain the same with 15 month membership options for brand new members and a $15 discount for members who renew by December 15. Two free i-Pad minis will be raffled off to members who renew online (it will go to the members registered regardless of who registers them), and now this year we are also adding a $10 discount for members outside of the Chicago-Metro region, for those who have the main administrative office outside of Cook, DuPage, Kane, Lake, and Will counties.

Plus, the IPRA board recently approved our new five-year strategic plan.  This was a process that started last fall, utilizing a national expert, Ann Atkinson, to work with us to develop a "revolutionary" plan that will respect our history while moving us purposefully into a new position.  As part of this process, we completed 14 focus groups all over the state.  Every IPRA member was invited to participate in the process.  The results were used to create a draft plan.  After careful thought, revisions, and the addition of several complementary proposals that bring it all together, the board approved the package September 26.  This plan will be a five-year plan, beginning January 1, 2014, going through 2018.

Our new mission is to provide and promote exceptional standards of education, networking, and resources for all professionals in the Illinois park, recreation, and conservation communities.

Our new purpose is to improve individual lives, strategically mobilize current and future stakeholders and serve as the unbiased resource for parks, recreation, and conservation. 

Our new vision is, "IPRA leads the nation in providing premier education, networking, and resources for professionals in parks, recreation, and conservation."

What We Believe: a) inclusiveness of diverse stakeholder groups, b) intentionally improve all lives, c) fiscal responsibility, accountability and transparency in all of our activities, and d) creating a forum for uniting the diverse IPRA Community around common ideas and future trends.

Our plan will include these key areas:

  • Strategic partnerships/alliances: We will expand our reach into specific target markets, growing our membership base, conference attendees, and partnerships. 
  • Brand identity (reputation): We will develop IPRA as a resource for our members and the public to show the value of parks and recreation.     
  • Research and advocacy: We will create Communities of Interest (COIs), which are online communities with a start date and an end date that are focused on a key question or issue.  Of note, it is NOT our intent to mirror IAPD’s advocacy efforts, only to advocate from a very broad perspective, educating the public about the values of parks and recreation.    
  • Knowledge management: We will develop new ways that we can gather and distribute information to our members, including through networking. 
  • Finances: We will diversify our revenue streams so we are less dependent on any one area of funding, protecting our financial base.

Our communication plan to ensure that all members have received communication about the plan will start with this newsletter article, and include presentations at IPRA’s quarterly open house and networking events, presenting the information separately to the IPRA Past Chairs/Presidents, Foundation Board members, Membership Council and Section Boards, and finally a member-wide event in December.  We will then complete a statewide tour presenting the information regionally throughout the state.

As part of our positioning, the new governance model is that board will meet four times annually instead of six, meeting in each of the regions of the state.  In each region, the board meeting will be tied to a local event whenever possible to allow board members to participate in local park and recreation activities.  At each board meeting, local IPRA leaders and leaders of affiliate groups will be invited to join the IPRA board for networking opportunities in each region.  IPRA’s board will be in the Chicago Metro region in February, the southern region in March, the Central region in August (with Park District and Conservation Day at the State Fair), and the northwest region in November.

Additionally, as part of our new plan, we have added a full-time position to our team and an outsource contractor.  Alicia Welstein joins our team as our new administrative assistant and Dave Whorton will be on contract with us as our sponsorship manager to help us develop our sponsorship opportunities.

Our new plan included several components: mission, vision, purpose, belief statements, strategic plan, and framework of the plan, 2014 work plan, staffing/space plan, governance model, volunteer career path, bylaws revisions, and a communication plan for the new strategic plan, dues proposal, and a schedule for board meetings next year.  This fall we will also develop a budget for 2014 based on the 2014 work plan.  While there are many pieces that fit together that will move us forward to our new vision, they are the result of more than nine months of research, careful consideration, membership feedback gathering from 14 focus groups, analysis of trends, and financial planning.  The board thoroughly reviewed several drafts of the documents before approving the package.  None of it was taken lightly or without careful thought for our history, our members, or the character and the people we represent.  I would invite you to join us for one of our local presentations on the plan.  All members will have an opportunity to attend at least one local event to learn more about it.

2014 Chairman Announced
The IPRA Board recently named Rick Hanetho as the 2014 Chairman-Elect.  Rick has served on the IPRA Board since 2011. He currently serves as the secretary of the board. He has been an active member of IPRA since 1986 when he began his career in the parks and recreation field at the Schaumburg Park District. He serves as the executive director for the Northbrook Park District. He is a certified parks and recreation professional (CPRP) and holds a Bachelor’s degree in recreation administration from Southern Illinois University.

IPRA is in a position where we are stronger than ever and the future is looking brighter. Rick is a strong leader who is dedicated to advancing IPRA to the next level.  Rick will be charged with the implementation of the second year of the new strategic master plan.  I know you will support him in the advancement of IPRA. Please join the IPRA Board in congratulating Rick!

Drum Roll Please...
The last year has focused a lot of energy on the development of a strategic master plan for IPRA that will bring revolutionary changes to our association. At the IPRA Board meeting last week, the Board unanimously approved the new five-year plan. The plan will take effect January 1, 2014.

IPRA’s new strategic master plan will be the association’s driving force behind everything we do to continue to be a relevant industry leader.  The board is planning to host a series of in-person events all over the state to go through the details of the plan to keep you well-informed. Stay tuned for more information on the road show!

Thank you to all the members who participated in focus groups throughout the year. Your candid and thoughtful input allowed for us to develop a revolutionary plan that will shape IPRA’s future.  I also want to thank the IPRA Board for their commitment and support throughout the year.  I applaud their willingness to make themselves available for extra meetings and their dedication to make sure IPRA continues in the right direction.

NEWS ABOUT MEMBERS

The Des Plaines Park District is pleased to announce the hiring of Chris Leiner as Assistant Superintendent of Parks and Planning, effective July 8. Leiner comes to Des Plaines with 12 years of experience as the Revenue Facilities Maintenance and Operations Manager for the Park District of Oak Park.

Leiner’s responsibilities include managing the full time and seasonal park staff as well as planning and overseeing the maintenance, repair and upkeep of all park district facilities, parks, ball fields, golf courses, and pools, to ensure they are functioning according to District standards.  "Leiner is perfectly suited to step into this position because of his strong background coordinating the needs of different Park District departments, along with his risk management experience, his expertise in systems and operations, and the training of facility maintenance staff," said Paul Cathey, Superintendent of Parks and Planning. "His years managing the maintenance of revenue generating facilities, and developing and implementing quality control practices make him a perfect fit here in Des Plaines."

As Assistant Superintendent, Leiner’s first priority is renovating two popular neighborhood parks: Kiwanis Park, 1700 Lincoln Avenue at Orchard Street, and Jaycee Park, 1496 Wicke Avenue at Cora Street. Removal of the existing equipment will begin in August, and both parks are set to have state-of-the-art playground equipment installed, including items that are unique in this District. "I am very excited to work with such a dedicated, talented, and hard working staff," said Leiner. "I have lived in Des Plaines for a little over a year, but I have been golfing at Golf Center Des Plaines for quite a while. It’s my favorite Des Plaines facility. I am also interested in reaching out to the broad base of knowledge and experience in the community, and seeing how we can use those valuable resources for the good of the District."

Desiree van Thorre Promoted to Human Resources & Risk Manager

The Des Plaines Park District announced today that Desiree van Thorre has been promoted to the position of Human Resources and Risk Manager, effective September 30. Van Thorre graduated from Purdue University in 2005 with a Bachelor of Science in Management and an Associate of Science Degree in Technology, with minors in Organizational Behavior/Human Resources and Psychology. She began her career at the Des Plaines Park District as the Aquatics and Youth Programs Supervisor with more than five years of on-the-job experience at the Park Ridge Park District. Since March of 2011, she has managed Iroquois and Chippewa neighborhood pools and Mystic Waters Family Aquatic Center during the summer, overseeing a staff of 200. Her responsibilities have included recruiting, training, and mentoring the lifeguard staff, and providing in-service training according to Jeff Ellis and Associates and Park District Risk Management Agency (PDRMA) guidelines. She has also supervised a variety of youth programs, including Fantastic Fridays, Middle School Drop-Ins, School Day-Off Programs, and the Ski & Snowboard youth and family trips.

"This newly created position will develop, update, and maintain District Human Resource procedures and programs," said Don Miletic, Assistant Executive Director. "In addition, van Thorre will be the Chairperson of the Risk Management Committee which will begin preparing for the 2014 PDRMA accreditation, the comprehensive measure of loss prevention practices in every department."

As Human Resources & Risk Manager, van Thorre will administer the employee benefits program, including insurance and retirement claims; handle employee relations issues including workman’s compensation; serve as the ethics advisor in conjunction with legal counsel to ensure that the District is compliant with all state laws; and serve as the HIPAA compliance officer. "My focus is on the employee," said van Thorre, "I am looking forward to strengthening the Risk Management team, establishing consistency across the District in our human resource practices, and becoming a resource for all safety related issues."

"We are very fortunate to have Desiree step into this position at the District," Miletic concluded. "Her organizational and employee management skills, and her commitment to the District and our safety practices make her perfect for the job."

Park District Announces Selection of the Next Executive Director

The Des Plaines Park District has announced the selection of their next Executive Director by the Park Board of Commissioners. Mr. Don Miletic, the current Superintendent of Business & Golf Operations, was appointed to a newly created position of Assistant Executive Director at the Park Board meeting on June 18. "The Park Board has taken a proactive approach to the succession process, which is clearly in the best interest of the District. We are very pleased that Mr. Miletic has accepted the new position, and we’re confident that this will provide the District with the consistently fine leadership we have all come to expect," said Park Board President Joe Weber.

Mr. Miletic was selected following a year-long search conducted by the Park Board, after current Executive Director, John Hecker, indicated to them in June of 2012 that he planned to retire in 12–18 months. "The position of Assistant Executive Director is fairly common in park districts around the state," said Hecker, "and the Board felt that a clear line of succession was important to establish so our staff, as well as the residents of Des Plaines, could feel comfortable that their Park District has a solid plan for transition to a new administration." Mr. Hecker has now announced his intent to retire in June 2014, after a 36-year career in Parks & Recreation. Mr. Miletic assumes his new position effective immediately, and will continue to handle his current responsibilities while working more closely with Mr. Hecker over the next 12 months. "In the coming weeks and months, I will be assessing how best to assign the many varied areas of the Business & Golf departments to both current and new staff," Miletic said, continuing "I’m excited to have the opportunity to help craft the future of this great Park District."
