Speaking of recognition, the deadline to nominate individuals for 2011 awards is Friday, Oct. 28. As you know, the Awards and Recognition Program is a wonderful way to recognize leaders in the field and outstanding projects accomplished over the past year. The process has been streamlined to make nominating easier than ever. For many individual awards, once you check some basic criteria (i.e.: years of service) all you need to do is e-mail or fax the name of someone who you know is deserving of this recognition. IPRA awards committee will coordinate the rest. It cannot be any easier! I encourage you to nominate individuals that you believe are deserving of recognition.

I also want to thank each of you for your support of IPRA over the past year. It has been a busy eight months, as I have had the opportunity to meet with many members across the state to better understand their expectations of IPRA and how they wish to be involved and kept informed. As a result, in 2012 you will see additional educational opportunities focusing on the skills that you, our member, want and need. We're also announcing an updated purchasing solution to offer upfront pricing and just-in-time delivery at no cost to our members - read more later in this issue. Additionally, you will receive your 2012 membership renewal notices in the next few weeks. I want to let you know that there is no increase to the 2012 membership dues and if you rejoin by Dec. 9, you will receive $15 off the annual rate.

Lastly, I want to remind everyone that IPRA Headquarters is moving to the LaGrange Park District on Friday, Oct. 7. Our office will be closed Friday, but we will reopen Monday, Oct. 10, ready to serve you. I look forward to having you stop by in the near future.

MESSAGE FROM THE BOARD

...[1] Businesses are predominant in capitalist economies, where most of them are privately owned and administered to earn profit to increase the wealth of their owners. Businesses may also be not-for-profit or state-owned. A business owned by multiple individuals may be referred to as a company, although that term also has a more precise meaning.

Private businesses and governmental agencies greatly differ in their approach and service methods. While it is not uncommon to see a governmental unit embrace some private business practices, there are still some very distinct differences.

IPRA is very much a business in the entrepreneurial sense. The association is not an extension of the agencies we serve, rather it provides direct services to the professionals that serve the park and recreation needs of the numerous communities of Illinois.

Our members are our shareholders, they comprise our board of directors, our sections/committees and they are the individuals that directly benefit from the association’s existence. We don’t utilize fund accounting, sell or rollover bonds or levy taxes.

Our key and most central products that we produce are our educational opportunities that help you, as a professional, learn and grow. The board of directors and staff are keenly focused on this product. As stated in the Wikipedia definition above: we are increasing your wealth through knowledge and education, networking and resources. We have reached out to you via focus groups and surveys to gather information on the types of education you need to be successful. A committee has been formed that is actively working to create new, trend-conscious opportunities for your professional growth (and wealth)!

With that being said, I want to assure you that the IPRA board and staff are diligently working to create and offer the types of services you need and want. We are employing our business-sense and best practices to bring you the best IPRA possible!

Why this is important: Recreation programming is an important service and economic engine of park and recreation services. Strengthening the program mix results in improved registrations and revenue.

Learning Outcomes: Participants will be provided with information related to recreation program lifecycles and will receive a list of all the necessary attributes involved in programming, such as standards and marketing support.

This is a plan to provide facilities and services without significantly increasing, or even reducing, general fund budget support.

The Alternative Fund Development Program has many components including:

  1. Establishment of a Parks and Recreation Foundation.
  2. Memorandum of understanding (MOU) between the city and the Parks and Recreation Foundation.
  3. City Council approved legacy naming and corporate naming policies.
  4. Presentation sponsorships allows the city to retain a historical or otherwise significant name of a property while allowing a company or organization to provide name recognition associated with the venue.
  5. Corporate program sponsorships strategy.
  6. Cellular antennae lease on existing parks and recreation structures.
  7. Exclusive vendor/official sponsor contracts.
  8. Sale or lease of remnant parcels of land.
  9. A "Wall of Fame" to allow for recognition of individuals who have given personal time and sacrificed for the betterment of the community.

Speaker: Barry Weiss is the interim assistant city manager for the City of Galt, Calif. His main assignment is to assist the Parks and Recreation Department in achieving excellent service to the community and enhance their revenue and return on investment. He retired as director of parks and recreation for the city of San Carlos, Calif., a community of 28,000 located on the San Francisco Peninsula, where he administered the award-winning parks and recreation department for eight years through 2008. Barry has been in the parks and recreation profession since 1983, working his way up from recreation supervisor for the city of Alameda, general supervisor for the city of Oakland, and recreation superintendent for the city of Palo Alto.

Robert Artz Distinguished Service Award

The Artz Award was initiated by IPRA because of Bob Artz's legacy of service to the park and recreation profession and his commitments to the citizens and advisory board that are so important to this field. The recipients' efforts must have had lasting value and must have created an awareness of the importance of parks and recreation among his/her colleagues and the community in which the person works. The Robert Artz Distinguished Service Award is given at the discretion of the IPRA Board of Directors.

NEWS ABOUT MEMBERS

"Marianne will be responsible for the overall leadership and general administration, strategic planning and supervision of the WSSRA cooperative and its staff. Marianne brings a wealth of knowledge about each of the eleven communities the agency serves. Her program development skills and current relationships with WSSRA partner staff and commissioners, local legislators, WSSRA participants and their families and other social service organizations make her an excellent person for the executive director position. We appreciate her years of dedication in the therapeutic recreation field. The WSSRA Board of Directors looks forward to working alongside her, "said Larry Piekarz, WSSRA board chairperson and executive director of the Park District of Forest Park.

Ms. Birko came to WSSRA in 1983 as program supervisor and nine months later was promoted to superintendent. Birko designed and supervised year-round recreation for children and adults with any kind of disability or handicapping condition. During her early years, Birko developed Special Olympic teams, unique programs for adults with visual impairments, programs for children with multiple disabilities, a unique toy lending library and a variety of swim programs. What began as a small agency serving just Oak Park and River Forest residents, Birko witnessed the growth of WSSRA to include its current 11 communities.

"WSSRA has a mission to serve persons of all ages with any disability. The challenges can be unique, especially in Illinois and near west Cook County where here is a vast number of persons with developmental disabilities needing every kind of service. The rate of autism is growing; we are all living longer and surviving disabling conditions more often. The families we serve now have often included new immigrants and needs seem greater. WSSRA has always been able to respond to community need. I look forward to continuing to do so. I will continue to encourage our staff to look at all that our participants can accomplish and all the things we can accomplish as a team," Birko said.
