Voters on Nov. 8 approved an amendment to the Illinois Constitution requiring that gas taxes, license plate fees and other transportation-related revenue be spent only on transportation expenses.

In his first public remarks after claiming victory, President-elect Donald Trump repeated his campaign pledge to invest heavily in transportation and other infrastructure projects. Trump, in a victory speech he delivered early on Nov. 9, said: "We are going to fix our inner cities and rebuild our highways, bridges, tunnels, airports, schools, hospitals. We're going to rebuild our infrastructure, which will become, by the way, second to none. And we will put millions of our people to work as we rebuild it."

Last month OSHA released its list of year-to-date top violations. The most cited violations included insufficient fall protection and improper scaffolding, inadequate GHS hazard communication programs, and improper lockout/tagout procedures. NAPA provides members with a variety of resources to help keep their operations compliant, including guidance on GHS HazCom requirements.
In addition, the agency recently published a memorandum regarding the anti-retaliation provisions of its workplace injury-tracking rule. When the rule was finalized, there were concerns that OSHA might consider some programs, including post-accident drug testing, as potentially deterring employees from reporting work-related injuries. The agency’s updated position now acknowledges that disciplinary, incentive, or drug-testing programs can be appropriate and are not presumed to be retaliatory.

Studies have shown that on average, over a 40-year period, asphalt pavements are more economical than concrete pavements.
Using information from Kansas DOT's databases, researchers from the University of Kansas found that rural interstates constructed of concrete cost three times as much to construct and maintain as similar asphalt interstates. PaveXpress is a free software tool based on the 1993 AASHTO Pavement Design Guide and 1998 Supplement. This tool allows users to design new pavement structures as well as calculate Asphalt overlay thickness for rehabilitation and maintenance projects. Version 3.0 will allow the user to determine traffic repetitions to failure based on mechanistic principles. Pavement structures designed using PaveXpress or directly input by the user can be analyzed. This new module will assist with determining if pavements are over or under designed. Along with the layered elastic module, a costing module has been added to PaveXpress. Using PaveXpress designed or directly input pavement structures, a cost estimate can be calculated. There are consulting engineers and local agencies with limited knowledge about the details on design and rehabilitation of flexible pavements. To help reach these groups, the NAPA/SAPA Pavement Economics Committee (PEC) sponsored development of a course on flexible pavement design and rehabilitation offered and hosted by the American Society of Civil Engineers. Dr. David Timm from Auburn University and consultant Mike Huner developed the course, which teaches attendees how to design a flexible pavement; how to use PaveXpress, a free web-based pavement design tool developed through the PEC; and how to compute flexible pavement responses using layered elastic analysis. Other topics covered in the class include asphalt material properties, asphalt pavement distress types and identification, and real-world production and construction limitations. The first course will be offered on Nov. 17–18 in Denver. Additional courses will be offered by ASCE in 2017 in Seattle, Atlanta, and Boston. Click here to register for the Denver course.
