The National Asphalt Pavement Association (NAPA) announced recently that the Illinois Asphalt Pavement Association, of Springfield, Illinois, is the finalist of the 2015 Outstanding Website Award. The association was recognized Monday, July 18, at a ceremony honoring the Operational Excellence Award recipients during the NAPA Midyear Meeting in Seattle.

This fall, Illinois voters will have a chance to protect transportation funding once and for all. There will be a Constitutional Amendment on the ballot that would require all transportation-related revenue (e.g., motor fuel tax and vehicle registration fees) to be dedicated solely to public highways, roads, streets, bridges, and mass transit. If the Amendment passes, transportation funding will be secured, and we will have the chance to make long overdue investments in our infrastructure.

OSHA is delaying enforcement of the anti-retaliation provisions in its new injury and illness tracking rule to conduct additional outreach and provide educational materials and guidance for employers. Originally scheduled to begin Aug. 10, 2016, enforcement will now begin Nov. 1, 2016. Under the rule, employers are required to inform workers of their right to report work-related injuries and illnesses without fear of retaliation; implement procedures for reporting injuries and illnesses that are reasonable and do not deter workers from reporting; and employers are prohibited from retaliating against workers for reporting injuries and illnesses. |

Maximum penalties for OSHA violations are set to increase for the first time since 1990 as part of overall federal penalty adjustments mandated by Congress last year. The increases were announced Thursday by the Department of Labor, which issued two interim rules covering penalty adjustments for several DOL agencies, including OSHA, the Mine Safety and Health Administration and Wage and Hour Division.
OSHA's new penalty levels will take effect after Aug. 1, when the maximum penalty for serious violations will rise from $7,000 to $12,471. The maximum penalty for willful or repeated violations will increase from $70,000 to $124,709. Any citations issued by OSHA after Aug. 1 will be subject to the new penalties if the related violations occurred after November 2, 2015. OSHA will provide guidance to field staff on the implementation of the new penalties by Aug. 1.
