In August, the U.S. Chamber of Commerce released a new study in a series of reports seeking to unscramble and shed light on the federal regulatory process and the impact that this broken system has on our country.
 
 
   
A coalition of business, labor and construction groups is launching a statewide public education campaign for a constitutional amendment on the Nov. 8 ballot that will protect Illinois’ investment in its critical transportation infrastructure.
 
Though supportive of some aspects, the American Association of State Highway and Transportation Officials warned that other elements of a wide-ranging regulatory proposal from the Federal Highway Administration "would overwhelm" states and local agencies with major compliance costs by requiring them to track and report on "millions of data points." AASHTO filed its extensive comments Aug. 15 in response to the FHWA's proposed "National Performance Management Measures: Assessing Performance of the National Highway System, Freight Movement on the Interstate System, and Congestion Mitigation and Air Quality Improvement Program."
 
NAPA has filed public comments with FHWA regarding the agency's April Notice of Proposed Rulemaking, which would require state agencies to develop new performance metrics regarding greenhouse gas emissions generated by drivers. These performance metrics could be tied to federal funding. NAPA's comments urged FHWA to let the Sustainable Pavements Program finalize its guidance before implementing any new rules on environmental regulations. The comments also stressed the importance of maintaining a smooth highway system to reduce greenhouse gas emissions. Click here to read NAPA's full comments. FHWA's request for comments came at the same time the White House Council on Environmental Quality published guidance for federal agencies to assess the impact of their actions on the climate under the National Environmental Policy Act (NEPA).
 
A Perpetual Pavement is an asphalt pavement designed and built to last indefinitely without any structural reconstruction.

Cracks and other distresses happen only in the top layer, so the only rehabilitation ever needed is renewal of the surface.
 
Research & Technology
The Asphalt Institute recently released a comprehensive review of vacuum-tower asphalt extender (VTAE), a common form of re-refined engine oil bottoms (REOB) used as a blending agent to soften asphalt binders. The free publication, State of the Knowledge: The Use of REOB/VTAE in Asphalt (IS 235), details health, safety, and environmental considerations, as well as alternate tests and aging protocols for characterizing physical properties of asphalt binders that incorporate REOB.
 
The recently released NCHRP Research Results Digest 399: Field Validation of Laboratory Tests to Assess Cracking Resistance of Asphalt Mixtures: An Experimental Design develops an experimental design for the field validation of laboratory tests used to assess the potential of thermal, reflective, bottom-up fatigue, and top-down cracking. The digest briefly describes the selected cracking tests, proposed refinements, the field validation plan for the selected tests, and associated time and cost estimates.

The 7th Rubber Modified Asphalt Conference is hosted by the Scrap Tire Research and Education Foundation, the Rubber Manufacturers Association, the Rubber Pavements Association, and the Rubber Division of the American Chemical Society. NAPA is a co-host of the conference. The conference agenda highlights current experiences and new research on rubber-modified asphalt pavements.
