NAPA Files Comments on FHWA Emissions Proposal

NAPA has filed public comments with FHWA regarding the agency's April Notice of Proposed Rulemaking, which would require state agencies to develop new performance metrics regarding greenhouse gas emissions generated by drivers. These performance metrics could be tied to federal funding. NAPA's comments urged FHWA to let the Sustainable Pavements Program finalize its guidance before implementing any new rules on environmental regulations. FHWA's request for comments came at the same time the White House Council on Environmental Quality published guidance for federal agencies to assess the impact of their actions on the climate under the National Environmental Policy Act (NEPA).
