Read the New IIENetworker Magazine on Virtual Exchange

The Fall 2016 IIENetworker magazine, titled "Virtual Exchange: Connected Learning in the Digital Age," is now available as a free interactive flipbook. The idea of virtual exchange has become a reality for countless institutions around the world, and continues to gain momentum as we see how it can provide deep and interactive learning experiences. These exchanges are technology-enabled programs allowing for the sustained sharing of ideas through a people-to-people education approach. This issue of IIENetworker focuses on delving deeper into the ever-evolving landscape of virtual exchange in order to explore, share and continue the dialogue around this emerging educational model.

The authors in this issue of IIENetworker provide many thought-provoking perspectives on the use of virtual exchange as it relates to the refugee crisis, language learning, curriculum internationalization, students with disabilities, alumni engagement, virtual reality, and study abroad pre-departure programs. Read about various models from around the world, including what IIE is doing in this dynamic realm.

IIE Contributes to UNESCO’s Annual Global Education Monitoring Report 2016

UNESCO has released its annual Global Education Monitoring (GEM) Report 2016, a report monitoring progress towards the education targets in the new Sustainable Development Goals (SDGs) framework that was adopted by the UN last year. The report covers themes ranging from inequality, gender, and teaching and learning to conflict, literacy, and early childhood care and education. IIE’s research team was commissioned by UNESCO to prepare a background paper for the 2016 report, which also resulted in the chapter on Scholarships within the report. This is the first year that the SDGs have included higher education, and IIE’s research team focused on measuring the extent to which students from the developing world receive government scholarships to study abroad. IIE was invited to contribute to this chapter because of expertise in designing and implementing scholarship programs and expertise in monitoring and analyzing global mobility data.

The International Higher Education Consulting Blog recently featured a comprehensive review of IIE’s publication, A Student Guide to Study Abroad. Authored by IIE’s President and CEO Allan Goodman, international careers expert Stacie Nevadomski Berdan, and AIFS Founder and Chairman Cyril Taylor, this book has provided students and advisors with practical advice and information on the study abroad process from application to transitioning to life back home.

The higher education news website Universitas has featured a review of IIE’s publication Asia: The Next Higher Education Superpower, edited by IIE’s Deputy Vice President for Research and Evaluation Rajika Bhandari and Director of the Alliance of at Columbia University and Adjunct Professor Alessia Lefébure. This review appears in Italian and provides an overview of the book’s eleven chapters, which center on the overall goal of increasing mobility and growing interconnectivity and dialogue that can lead to new strategic alliances.

IIE Blog: International Education and National Policymaking: How Does It Work?

Zehra Mirza, Evaluation Officer with the IIE Center for Academic Mobility Research and Impact, discusses how international fellowship and scholarships programs can indeed influence policymaking, and how alumni of these programs can foster change on local, national, and global levels. The ten-year impact study of the Ford Foundation International Fellowships Program (IFP) highlights this work. "The results of the 2015 Global Alumni Survey show that 185 IFP alumni are working in local or regional government agencies, 189 are working in national government agencies, and 127 alumni are working in national non-governmental agencies. These alumni have not only drafted policies at their organizations, but have also provided trainings, technical assistance, and have been involved in strategy development affecting approximately 4 million individuals."

Supporting Displaced and Refugee Students in Higher Education: Principles and Best Practices

Higher education in the United States has a long tradition of providing support to and sanctuary for the world’s students. However, the nature and enormity of human displacement in our era is such that America’s universities and colleges are facing a new and unique challenge. In a recent online publication from IIE and University of California Davis' Office of Global Affairs, eight authors explore the ways in which American colleges and universities have embraced these shared principles and have committed to making displaced and refugee students part of their campus communities. These students bring with them a host of experiences that demonstrate human resilience, while adding to campus diversity in substantial and meaningful ways.

IIE Blog: IIE’s HER Program Graduates 100 Girls in Ethiopia

Ethiopia Tilahun, Country Director of IIE’s Addis Ababa office, reflects on the graduation ceremony where 100 girls graduated from high school and from IIE’s Higher Education Readiness program in Ethiopia. Testimonies from the girls themselves are a strong indication of just how powerful this program was not just on the students, but on their families as well. Ethiopia said, "On their graduation day, we wanted to celebrate the accomplishments of the HER girls and provide a forum for other organizations to see the program’s impact on beneficiaries [...] Representatives from government offices, international and local NGOs, UN agencies and others attended the graduation ceremony and left with excitement—some even thinking about how to join hands with us in this precious work of changing lives for the better."

IIE Blog: International Partnerships: What Does it Mean to be Strategic?

Robin Matross Helms, associate director for research at the American Council on Education’s Center for Internationalization and Global Engagement, is a contributing author to IIE’s recent publication, Global Perspectives on Strategic International Partnerships. In her blog post she discusses the how we can better address strategic partnership goals and action plans to maximize the returns on these linkages for students and faculty, as well as organizational structure as a whole. Helms writes, "For a partnership to be strategic, it should contribute to and advance institutional strategy in some way. Has the institution identified particular academic or programmatic areas that it wants to further develop? If so, a carefully chosen partner abroad may be able to provide knowledge, resources, and expertise that can support this development."

Disability is Not Inability: IFP Issue Brief

More than one billion people live with some form of disability, and 80 percent of them are in developing countries. As part of its aim to provide higher education opportunities to disadvantaged groups from around the developing world, the Ford Foundation International Fellowships Program (IFP) provided graduate fellowships to many emerging social justice leaders who have disabilities and/or work in areas of disability rights, advocacy, and service provision.

In the fourth IFP Issue Brief, Disability is not Inability: IFP Alumni Advocates in the Disability Field, IFP alumni who work in the disability field were asked a simple question: What challenges do individuals with disabilities face in your country and how are you working to find solutions? This brief shares the stories of alumni disability advocates in five IFP countries: Chile, India, Kenya, Russia, and Uganda. Their responses indicate that regardless of their location or impairment, people with disabilities face similar challenges at the individual, community, and national levels. Beyond these common challenges, IFP alumni are also united by the fact that their fellowship experience gave them new tools and perspectives to promote disability rights, improve services, and advance inclusive policies in the developing world.

The First Cohort of the Higher Education Readiness Program: Evaluation and Results

IIE releases a new report "HER Initiative to Lead Change: The Power of Education" that presents the findings from a 2-year evaluation of the Higher Education Readiness (HER) pilot program in Ethiopia, an IIE Initiative. The HER pilot program provided secondary school scholarships to 100 female students from underserved populations in Ethiopia, with the ultimate goal of contributing to their success in secondary school and university enrollment. IIE’s Center for Academic Mobility Research and Impact measured the outcomes and impacts of the cohort of HER students against a comparison group of girls from the same schools who did not participate in HER.

The HER Initiative to Lead Change evaluation report provides evidence of how a comprehensive pathway program like HER can increase high school graduation rates and matriculation to university, enhance female self-confidence and leadership abilities, and equip young women with skills necessary to succeed in life. The report also outlines how the HER program’s comprehensive approach to girls’ education ensured sustainability and change that went beyond the immediate student impacts, demonstrating the multiplier effect of the program on the girls’ schools and communities.

The World is the New Classroom: Non-Credit Education Abroad

IIE has released a new report, The World is the New Classroom: Non-Credit Education Abroad, to capture the range of Non-Credit Education Abroad (NCEA) activities that U.S. students are pursuing, and to provide tools for the higher education field to better understand how to define and track the non-credit activities their students are undertaking. NCEA activities are largely under-reported, and this study shows that students are pursuing a range of NCEA activities that go beyond non-credit work, internships and volunteer abroad (WIVA) including conducting research or field work, presenting at academic conferences, competing in athletic events, and engaging in the performing arts. It is crucial for higher education institutions to actively seek information on what their students are already pursuing overseas so that they can be prepared to provide international experiences that meet the growing demand.

A recent study by the Institute of International Education and the Freie Universität Berlin reveals that the main impact of strategic international partnerships is in increased visibility, raised profile, better brand recognition, better positioning (including rankings), and increase in reputation with regard to both research and teaching quality. This survey is the first to delve deeply into the topic of strategic academic partnerships to find out what motivates institutions to enter into them, how they are managed, and what the impact is on their institutions.
