The Asian Development Bank Institute (ADB Institute) has published a working paper on Internationalization of Tertiary Education Services in Singapore that provides an overview of the development of the education sector in Singapore, discusses its potential as an engine for economic growth and the internationalization of higher educational services. Finally, the paper investigates how the General Agreement on Trade in Services (GATS) Framework applies to the provision of education services, before analyzing the barriers to trade in higher education services and current regional and bilateral agreements.
