India's New Rules for Foreign Universities Raise Questions at Home and Abroad

An article in the Chronicle of Higher Education reports on India's recent announcement that it would more closely regulate the numerous joint and dual degree programs that its higher education institutions have developed with foreign partners. These regulations have produced confusion among local and foreign university administrators over a variety of issues. As the article notes, foreign-university administrators are "unclear about the effect of the new restrictions, which include allowing only institutions ranked in the top 500 worldwide to collaborate with Indian universities."
