President's Message

The Transport Minister continues to press forward with proposed new Flight & Duty Time limits, although they appear to have stalled at Treasury Board. HAC, ATAC, and other like-minded associations continue to oppose the oppressive new regulations. The regulations have received significant opposition from both Liberal and Conservative MPs. The proposed regulations, and their potential implications, particularly for Northern, Remote and Indigenous communities threatens to become a factor in next year’s Federal Election. For Air Taxi Fixed-wing and Helicopter operators, the regulations in their current form would drive operators to shorten tour lengths considerably, or to force operators to have two pilots available during higher-hourly deployed operations. CAR 702 (Aerial Work) operations have been excluded from the applicability of the new regulations, but in an industry where we frequently cross back-and-forth between CAR 702 and CAR 703 (Air Taxi) operations, the new regulations would also create a tracking nightmare for flight crew members and Operators.

Le ministre des Transports continue de faire avancer le projet de réglementation relative aux temps de vol et de service en vol, bien qu’il semble bloqué au Conseil du Trésor. L’ACH, l’ATAC et d’autres associations qui partagent des intérêts semblables continuent de s’opposer à cette nouvelle réglementation oppressive qui reçoit aussi une opposition importante de la part de députés libéraux et conservateurs. Cette réglementation proposée et ses implications potentielles, particulièrement pour les collectivités nordiques, éloignées et autochtones, menace d’être un facteur dans l’issue des prochaines élections fédérales. Pour les exploitants de services de taxi aérien à voilure fixe et par hélicoptère, la réglementation proposée dans sa forme actuelle forcerait les exploitants à considérablement réduire les périodes de travail ou à obliger les exploitants à assurer la disponibilité de deux pilotes pendant les périodes plus occupées. Les opérations RAC 702 (travail aérien) ont été exclues de l’application de la nouvelle réglementation, mais dans une industrie où nous sommes souvent également soumis à l’application du RAC 703 (taxi aérien), cette nouvelle réglementation créerait aussi un cauchemar au plan du suivi du type d’opérations aussi bien pour les membres d’équipages que pour les exploitants.

There has recently been some confusion among operators relating to Hospital Heliport use, and the required aircraft Performance Category. Pacific Region recently issued a summary for the use of BC Operators, which they have made available to helicopter operators, Hospital heliport operators and others.

The Government of Canada has recently launched a new consultation on regulatory reviews and modernization.  The consultation is a partnership between the Treasury Board of Canada Secretariat and a number of government departments and agencies including Transport Canada. As you may be aware, the Government of Canada announced in Budget 2018 that it would pursue a “regulatory reform agenda [ … ] to make the Canadian regulatory system more agile, transparent and responsive, so that businesses across the country can explore and act on new opportunities, resulting in benefits for all Canadians.”

The United Nations hired a civilian helicopter company flying Russian helicopters to ensure aeromedical airlifts were properly conducted as Canada’s helicopters prepared to take over the role.
Canada’s first troops arrived in Mali in late June. Its 250 troops and eight helicopters began conducting air medical evacuations on Aug. 1.

The federal government’s plan to move ahead with the modernization of Cormorant search and rescue helicopters could see the return of Cormorants on the flight line at Trenton, Ont., says the Canadian Forces. The RCAF is hoping for “the potential re-introduction of the CH-149 Cormorant helicopter to Trenton” once the Cormorant modernization program is finished, it added. If that happens the Griffon helicopters currently assigned to 424 Transport and Rescue Squadron, would be returned to the Tactical Utility Helicopter role, according to the military.

An escalating diplomatic crisis between NATO allies Turkey and the United States may risk suspending a $1.5 billion deal between Turkey and Pakistan for the sale of 30 Turkish-made T129 ATAK helicopter gunships.
The T129 is being produced by Turkish Aerospace Industries under license from the Italian-British company AgustaWestland.
