Well, the shortage has been growing, but ironically, the problem has been mitigated by lower oil prices and a sagging economy – but now it’s here in spades, on the cusp of a prospectively busy summer season. This year at HAC’s YVR Convention, one of the issues that we need to focus on, is the shortage of pilots and Engineers – and what to do about it.

La pénurie de pilotes et de mécaniciens de bord continue de s’aggraver, mais elle a été ironiquement mitigée par la baisse du prix du pétrole et le ralentissement de l’économie. HAC’s Spring reception at the JAG Hotel in St. John’s Newfoundland was attended by roughly 40 individuals, consisting of Operators and Associates. HAC’s Board also held a Board meeting in conjunction with the event.

HAC would like to thank Universal Helicopters for sponsoring the event to mark their 55th Anniversary, and we would also like to thank Cougar Helicopters for providing tours of their facilities in St. John’s. Notwithstanding some causalities of the "Screeching” process, a good time was had by all.

There has recently been some confusion in industry about the recording of Flight Time and Air Time in the Journey Log. In December of last year, Transport Canada circulated an email, indicating that Air Time = Flight Time. The message has caused some controversy among our members – particularly among flight training operators – virtually all of whom have been recording Flight Time to include the time between start-up, and shut-down. This interpretation is consistent with ICAO, but inconsistent with Transport Canada’s interpretation. The result of this interpretation for flight schools is significant, since it meant that students could only record skids-up-to-skids-down, for the purpose of their licence applications, resulting in a 10-20% increase in the cost of training. What’s more, it made Canadian flight training operators less competitive with other international jurisdictions – who generally apply the ICAO definitions.

Il y a récemment eu une certaine confusion dans l’industrie concernant l’enregistrement des temps de service au poste de pilotage et des temps dans les airs dans le carnet de bord.  En décembre 2017, Transports Canada a émis un courriel indiquant que les deux sont équivalents. Ce message a causé une certaine controverse parmi nos membres – particulièrement chez les exploitants qui donnent une formation à de nouveaux pilotes – c’est-à-dire pratiquement tous ceux qui enregistrent leurs temps de vol en incluant le temps entre le démarrage et l’arrêt du (des) moteur(s). Cette interprétation correspond aux normes de l’OACI, mais pas avec l’interprétation de Transports Canada. L’effet de cette interprétation pour les écoles de pilotage est important puisque les pilotes en formation ne pourraient enregistrer que les temps entre l’envol et l’atterrissage pour leurs demandes de brevet, ce qui se traduirait par une augmentation de 10 à 20 % des coûts de formation. De plus, cette interprétation ferait que les formateurs canadiens seraient moins concurrentiels avec d’autres juridictions internationales qui utilisent généralement les définitions de l’OACI.

In the last few months, a number of operators have been communicating with HAC over concerns relating to Approved Check Pilot (ACP) Authority. In recent history, Transport Canada, for a variety of reasons has been doing fewer ACP Monitor rides. Some of those reasons include the availability of Transport Canada budget funding for Inspector type-currency; and a reluctance on the part of Inspectors to conduct ACP Monitor rides from the rear seat of the aircraft.  To make matters worse, Transport Canada recently reduced the number of aircraft types that an ACP could do rides, on. ACPs were self-selecting the aircraft types, and that process resulted in fewer ACPs being available, and a number of less-popular aircraft types (let’s call them "orphans”) that had even fewer ACPs available to conduct rides.

Au cours des deniers mois, des membres exploitants ont communiqué avec l’ACH au sujet de la qualification des pilotes vérificateurs agréés (PVA). Depuis quelque temps, les inspecteurs de Transports Canada effectuent moins de vols PVA pour une diversité de raisons. Ces raisons comprennent entre autres un manque de budget de Transports Canada pour financer l’accompagnement d’inspecteurs, ainsi que la réticence des inspecteurs à participer à ces vols à partir d’un siège arrière.  De plus, Transports Canada a récemment réduit le nombre de types d’aéronefs que les PVA peuvent accompagner. Ensuite, les PVA choisissaient eux-mêmes les types d’aéronefs, ce qui réduisait leur disponibilité pour d’autres types d’aéronefs, particulièrement les aéronefs moins populaires (appelons-les les « orphelins »).
