HAC’s Convention is changing. HAC is evolving its convention to place a greater focus on safety and safety developments in the international helicopter community. We have a growing number of internationally-recognized speakers coming to Vancouver to help us identify safety trends and practices in the international community, and we have expanded the conference by one day to allow us to expand the program without running too many concurrent sessions. At the same time, we are offering more safety-related professional development courses, and we are attracting more international delegates and exhibitors. Our Canadian accident rate is declining, but not fast enough. Please take a few minutes to reach out to other operator-members — and non-member operators — and urge them to attend in Vancouver. Professionally and socially, this year’s event promises to be a memorable one.

Le congrès national de l’ACH évolue pour se concentrer davantage sur la sécurité et sur les développements en matière de sécurité dans la communauté internationale de l’hélicoptère. Cette année, le congrès de Vancouver accueillera un plus grand nombre de conférenciers internationaux pour nous aider à identifier les tendances en matière de sécurité dans la communauté internationale. De plus, nous avons prolongé le congrès d’un jour de plus pour étendre le programme afin d’éviter trop de séances concurrentes. En même temps, nous offrons plus de cours de développement professionnel en matière de sécurité, en plus d’attirer un plus grand nombre de délégués et d’exposants internationaux. Le taux d’accidents au Canada est toujours à la baisse, mais pas assez vite!  Nous vous prions de prendre quelques minutes pour rejoindre d’autres membres exploitants et des exploitants non membres afin de les encourager à assister au congrès de l’ACH à Vancouver. Que se soit au plan professionnel ou social, le congrès de cette année promet d’être mémorable!

Transport Canada is receiving complaints regarding developments and the erection of obstacles around aerodromes, including heliports and helipads, that can adversely affect the safety, functionality and long-term viability of the aerodrome. There is currently no requirement for landowners/developers in the vicinity of an aerodrome to consult, regarding their intent to erect potential obstacles nearby, with the owners/operators of those aerodromes unless there is an Airport Zoning Regulation in place.

Transports Canada reçoit des plaintes au sujet d’aménagements et de l’érection d’obstacles dans les environs d’aérodromes, ce qui peut affecter la sécurité, le fonctionnement et la viabilité à long terme de ces aérodromes. Il n’existe présentement aucune obligation pour les propriétaires fonciers et les promoteurs locaux de consulter les propriétaires et exploitants de ces aérodromes sur leur intention d’ériger des obstacles potentiels près de ces aérodromes, à moins qu’il y ait un règlement de zonage aéroportuaire en place.

HAC has received many calls from operators on the subject of the Crew Resource Management Advisory Circular AC #700-42. The document contains a deadline for implementation of January 31, 2019 however, there seems to be some confusion — even among inspectors — about the implementation date. HAC has requested a six-month extension, since operators tell us that their inspectors are unprepared to approve courses yet and qualified course instructors are hard to come by.

L’ACH reçoit une foule d’appels d’exploitants au sujet de la circulaire d’Information CI 700-42 sur la gestion des ressources du poste de pilotage (CRM). Ce document donne la date limite du 31 janvier 2019, mais il semble y avoir une certaine confusion, même chez les inspecteurs, quant à la date de mise en application.  L’ACH a demandé une prolongation de six mois puisque les exploitants nous disent qu’ils ne sont pas encore prêts à approuver des cours et qu’il est difficile de trouver des instructeurs qualifiés pour donner ces cours.
