GOOD NEWS: The Manitoba government confirmed on July 21 that it will pay for enough propane to keep homes in Churchill heated through the winter.
 
Several organizations are calling for the decommissioning of Enbridge Pipeline 5, citing environmental reasons, and they have been doing so for years. Built in 1953, the Line 5 Straits of Mackinac Crossing has operated without incident for more than 60 years.

New editions of the following listed standards are being developed by the Canadian Standards Association’s (CSA) Technical Committee on Cylinders, Spheres, and Tubes for the Transportation of Dangerous Goods. The standards are expected to be published in early 2018.

CPA Chair Dan Kelly will be attending the New England and Eastern Canada Premiers’ Annual Conference August 27-29 in Prince Edward Island with CPA President Nathalie St-Pierre. The mission of the Conference is to advance the interests of six U.S. states (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont) and five Canadian provinces (New Brunswick, Newfoundland and Labrador, Nova Scotia, Prince Edward Island, and Quebec). Although the agenda for the conference is not yet available, the CPA anticipates the opportunity to promote the propane industry for a low emission Canada.
 
CPA will be attending the Energy and Mines Ministers’ Conference (EMMC), an annual gathering of federal, provincial and territorial ministers responsible for energy and mining portfolios August 13-14, 2017. On the agenda: Clean Growth Session with stakeholders and Indigenous leaders and representatives, Women in Natural Resource Development and the Future of Energy and Mining.
 
The CPA attended the Canadian Farm Progress Show in Regina, SK from June 20-24. The Association partnered with the Technical Safety Authority of Saskatchewan and SaskPower to create awareness about new propane tank inspection guidelines and the many unique applications for propane in the agricultural industry. More than 150 conversations occurred related to Pressure Relief Valves.
 
Propane Training Institute (PTI) News
In response to a recent amendment to Transport Canada’s TDG Regulation, PTI has updated its PTI 100-03: TDG, Propane Specific training course book. The new 4.1 version is available in French and English, and includes new reporting requirements, among other changes.

Effective immediately, the previous version of this student manual must not be used in any training programs as it does not accurately reflect the new regulatory requirements. Note that more changes are expected and any additional updates to the course book and exam, if required, will be communicated.  For more information, contact Gerald Thompson at geraldthompson@propane.ca or at 1-403-543-6506.
 
 
   
The CPA is delighted to announce that the PTI Auto Propane Conversion for Highway Vehicles Course is now approved for use as a TSSA accredited ICE-P Certificate Program. The certificate allows licensed mechanics in licensed conversion centres to install, inspect, activate, repair, and service auto propane systems on highway vehicles in Ontario.
 
CPA’s Propane Training Institute is hiring a technical writer for a minimum of six months to assist in the writing, editing, updating and organization of high quality documentation that contribute to the overall success of its training workbooks and collateral materials. Emergency Response Assistance Canada (ERAC) News
Emergency Response Assistance Canada (ERAC) is a not-for-profit corporation created by industry for industry. As a co-operative emergency preparedness and response organization, ERAC is instrumental in assisting hundreds of oil and gas and transportation organizations requiring Emergency Response Assistance Plans (ERAPs). ERAC is currently working on a project to develop more ERAC-owned equipment caches to assist Plan Participants in keeping community and clients safe under any circumstances.
 
Bulletins & Notices
Flame King and Health Canada have issued recalls for refillable propane cylinders. The recalls involve Flame King, U-Haul, Little Kamper and Propane Depot branded propane cylinders used with outdoor appliances. These cylinders can leak propane gas, posing fire and explosion hazards. Code Corner
Technical Inspection Services for the province of New Brunswick issued revised editions of the listed Codes/Standards effective under the Propane, Natural and Medical Gas Regulation 84-176 Boiler and Pressure Vessel Act. They will become effective August 1, 2017.

Changes to codes/standards affecting propane include:
  • Adoption of CSA B51-2014 Boiler, pressure vessel and pressure piping code
  • Adoption of CSA B149.1-2015 Natural gas and propane installation code
  • Adoption of CSA B149.2-2015 Propane storage and handling code
  • Adoption of CSA B149.3-2015 Code for the field approval of fuel-related components on appliances and equipment
  • Adoption of CSA B149.5-2015 Installation code for propane fuel systems and containers on motor vehicles
