Clean Fuel Standard in Canada - GHGenius Not Adequate

The CPA met with Helen Ryan, director general of the Energy and Transportation Directorate at Environment Canada to discuss CPA’s position that there is no functional benefit, from a greenhouse gas (GHG) emission reduction perspective, by including propane in Phase I of the Clean Fuel Standard (CFS), as some jurisdictions have done.
 
The CPA also presented data indicating that propane could play a significant role in reducing GHG emissions and that as such, propane should be included in the greener fuel category to replace more polluting fuels. The next step is to provide more data to identify which sectors would apply to propane.
 
In addition, as the government moves towards using a lifecycle approach to set carbon intensity values and requirements, it recognized that GHGenius is not adequate and is seeking the development of a new tool for 2019. This is good news, as the CPA has indicated for more than a year now that GHGenius was not adequate for propane. The CPA will continue to work with experts to support its analysis of the methodology that will be proposed and to provide relevant comments.
