On Wednesday, September 19, Minister of Infrastructure Monte McNaughton, introduced Bill 32, Access to Natural Gas Act, 2018 (An Act to amend the Ontario Energy Board Act, 1998).

The CPA’s position urgently calls for a fair market-based approach regarding any legislation that allows financing expansion by permitting natural gas companies to recover their private investments (capital costs) through rate increases to their existing customers. The propane industry fought at the Ontario Energy Board to ensure natural gas utilities would not tax their existing customers to pay for any expansion. The Ontario Energy Board agreed with the propane industry.
