The U.S. Department of Energy (DOE) Pacific Region Clean Energy Application Center (PCEAC) offers a variety of services to promote Combined Heat and Power (CHP), district energy, and waste heat-to-power in its service territories of California, Nevada and Hawaii. The center is co-located at UC Berkeley, UC Irvine, San Diego State University (SDSU), and San Francisco State University (SFSU). A key service offered by the PCEAC is an effort to assess the feasibility of CHP for particular sites.

Capitol News
Legislative policy committees are in full swing at the Capitol. The Legislature had until May 3, 2013 to pass all bills with fiscal implications to the Appropriations Committees. Non-fiscal bills must be passed out of policy committees and to the floor of each house by May 10, 2013. Each house has until May 31, 2013 to pass bills to the other house.

Regulatory Insights
Ecofys (a leading consultancy in renewable energy, energy & carbon efficiency, energy systems & markets, and energy & climate policy) is currently crunching the numbers and preparing their recommendations to California Air Resources Board (CARB) for establishing the food processing industry benchmarks. CARB will provide three separate industry benchmarks: for paste, canning/diced, and dehydration industries. Ecofys indicated they will provide a formal report of recommendations to the CARB in the coming 1-2 weeks.

Both California Air Resources Board (CARB) and Dr. David Sunding have approved the contract for the Leakage Study. In negotiations with CARB, Dr. Sunding was able to strengthen language regarding non-disclosure of industry data to make it clear that CARB does not have the right to see any data other than what the team disseminates in tables, etc. contained in the report. Simply stated, CARB is completely out of the loop regarding access to raw data.

The California Air Resources Board (CARB) held a workshop on May 1, 2013 to address potential adjustments related to universities, Combined Heat and Power ‘‘But For’’ facilities, and holders of legacy contracts within the cap-and-trade Regulation in response to CARB Resolution 12-33. The potential regulatory changes discussed in the workshop will be brought to CARB for approval in the fall of 2013.
