What's New at ASBO
On December 28, 2015, the IRS announced an extension of the due dates for 2015 Patient Protection and Affordable Care Act (ACA) information reporting by employers, insurers, and other reporting entities.
 
Effective January 1, 2018, the Patient Protection and Affordable Care Act (ACA) imposes a 40% non-deductible excise tax on high cost health plans (sometimes called the "Cadillac Tax"). The Cadillac Tax is imposed on the excess value which is the amount by which the value of the health coverage exceeds specified threshold amounts.

Once again it's time for the annual ASBO Spring Golf Tournament. The proximity of the
Ocean City Golf Club affords participants time to set up their exhibits, perform committee
duties, and register for the conference on Sunday afternoon.

The tournament will consist of a Captain’s Choice format with a shotgun start commencing
at 9:00 AM. Lunch will be provided after the round, as well as drink tickets to be enjoyed on
the course.

The entry fee is $85.00 per golfer or $340.00 per foursome. The entry fee includes greens fees, cart, lunch ticket and 2 drink ticket per person.

Messages From The Board

What are you doing this May 22-25? We’re hoping that you’re going to the 64th Annual ASBO MD&DC Spring Conference in Ocean City to join the hundreds of ASBO members who will be there! The committees have been working hard to plan a conference that is full of learning opportunities – 48 top quality, thought-provoking education sessions (you can review the offerings soon at asbo.org); an expanded exhibit floor with more opportunities to learn about the latest products and services offered by our valued business members; dynamic General Session speakers; and networking opportunities to catch up with colleagues and to meet new ones.

There are some exciting and positive changes this year. You’ll have four hotels to choose from: the Holiday Inn at 67th Street and the Ocean is the Conference Hotel and its new Ballroom will be the site of the Sunday Evening Welcome Gala and the Wednesday morning breakfast session, the Ocean City Hilton Hotel at 3200 N. Baltimore Avenue, the Holiday Inn at 17th Street and the Boardwalk, and the Princess Bayside at 4801 Coastal Highway.

At the Convention Center, our General Session speakers, business meetings, and student performers will be in the new Performing Arts Center on the first floor, right across from the exhibits hall. And, for the first time, ASBO will be providing a mobile conference app to keep you better informed about the conference.

Lastly, Phillips Night Out will be moving to Monday evening and the Dine Around will be on Tuesday night.

We hope to see all of you there for the most affordable, topical professional development around!

FOUNDATION CLASSES
ASBO is about building leadership and management skills in our current and upcoming public school leaders which are critical to the effectiveness of our profession. This workshop was established for all school business officials, for aspiring leaders in school and support services, bookkeepers and new employees engaged in the purchasing activities including the decision making process of those activities, and the need of a working knowledge of the rules, principles, and procedures for governmental purchasing as it applies to Maryland Local Education Agencies (LEAs).
 
BEST IDEAS GROUP (B.I.G.) 
The B.I.G. (Best Ideas Group) Forum is designed to be an informal opportunity to meet with colleagues in your particular discipline of school business operations to talk about best practices, discuss problems you’re encountering and learning about solutions that have been found, make new contacts, and generally ‘talk shop’ with your fellow SBOs. The agenda is set by you and a few warm-up questions are there to get the conversation rolling. And it’s free to ASBO members. There is a modest $10 charge for non-members.

The General Assembly is Maryland's legislative body and directly represents the electorate. The state has 47 districts represented by 47 Senators and 141 Delegates. The Legislature enacts laws necessary for the welfare of the State's citizens and certain laws dealing with counties and special taxing districts.The Legislature meets in regular session for 90 calendar days each year beginning the second Wednesday in January to act on more than 2500 pieces of legislation and the State's annual capital and operating budgets.

On January 4th, Jack R. Smith, Ph.D, Interim State Superintendent of Schools, MSDE announced the resignation of Penelope Thornton Talley as Chief Performance Officer for the Maryland State Department of Education.  Penelope's last day will be January 13th.
 
Dr. Smith also announced that that Dr. Karen B. Salmon will be serving as Interim Deputy State Superintendent of School Effectiveness/Chief Performance Officer, effective January 14 through June 30, 2016. Dr. Salmon currently serves as the Assistant State Superintendent for the Division of Career and College Readiness and before that, was the Superintendent of Schools for the Bay Shore Union Free School District in New York. Prior to that role, Dr. Salmon’s career was in Maryland as the Superintendent of Schools in Talbot County, where she also served as the Assistant Superintendent for Instruction and the Coordinator of Services for Exceptional Children.  She can be reached at karen.salmon@maryland.gov and 410.767.0464.
