The Brice and Shirley Phillips Best Practice Award is given each year for an innovative idea that promotes a school business practice. The winner receives a free Spring Conference registration and oceanfront room, and $1,500 in professional development classes to be used throughout the year.

Our sincere condolences to the family of Ben Hall who passed away in his sleep on the evening of June 16th. Ben was a Senior Buyer in the Purchasing Department of Anne Arundel County Public Schools for 15 years and a long-time member of ASBO's Conference Arrangements Committee. Our deepest sympathy to Ben's family and friends.

The U.S. Department of Health and Human Services (HHS) and the Centers for Medicare & Medicaid Services (CMS) recently released a notice addressing, among other topics, annual limitations on cost sharing for self-only coverage and clarifying the application of the minimum value standard to employer-sponsored health plans. Jim Jewell, a past ASBO President, also has retired after an exemplary career as Treasurer for Harford County Government and Assistant Superintendent for Business Services, Harford County Public Schools. Jim and his wife, Nancy, will be retiring to the Delaware shores.

Many of these retirees have been very active as volunteers with ASBO and we hope that they will continue to keep actively involved.

 

Frederick County Public Schools is pleased to announce Leslie Pellegrino, formerly executive director of fiscal services, has been promoted to Chief Financial Officer effective July 1, 2015.   Ms Pellegrino oversees Accounting, Budget, Finance Food Services, Purchasing, School Security and Emergency Management as well as Transportation. Leslie also is a current ASBO Director-at-Large.

 Ray Barnes, formerly executive director of facility services, is the new Chief Operating Officer for Frederick County Public Schools.  Ray replaces Ann Bonitatibus who has accepted a position as Superintendent of Conejo Valley Unified School District in Thousand Oaks California.

We congratulate all on their accomplishments and we wish them success in their future! 

 
ASBO International has just announced this year's Finalists for its prestigious Eagle Award. This annual achievement award honors school business officials who have demonstrated exceptional leadership qualities and an exemplary commitment and dedication to education and the profession.

Blended learning is growing in popularity across the country. The strategy, which mixes online learning with brick-and-mortar schools, gives students some element of control over the time, place, path, and pace of their learning. But blended learning goes far beyond merely deploying instructional technology in schools. Something To Think About

As a accepted practice, we recognize that employers are responsible for providing safe workplaces for their employees. The Fire Prevention Code Requirements for Crowd Management extends it's responsibility beyond employees to visitors. We are required to provide a trained crowd manager whenever a gathering exceeds 250 persons and to provide an additional trained crowd manager for every 250 occupants.

If we take a two pronged approach to compliance, we first attend to assemblies arranged and managed by our administrators and second to outside groups who use our buildings under our Use of Facilities program.

Some Maryland schools districts require all administrators obtain Crowd Manager Certification to meet the requirements established in the code, [101:12.7.6.2; 101:13.7.6.2] , and to lawfully support school assemblies of more than 250 students. Most Maryland school districts require outside groups to estimate the number of attendees. If the number exceeds 250, the group is required to present evidence that a trained crowd manager will be present.

Naturally, the next hurdle is securing a Certified Crowd Manager.
