U.S. Senate Majority Leader Harry Reid, D-Nev., joined representatives of the Moapa Band of Paiutes, the Los Angeles Department of Water and Power and executives from First Solar Inc. yesterday to celebrate the start of construction on a 250-megawatt solar project.

The project, called the Moapa Southern Paiute Solar Project, is located on the Moapa River Indian Reservation just north of Las Vegas. Under a power purchase agreement with LADWP, it will deliver solar energy to the city of Los Angeles for 25 years.

"Today’s event marks a very important milestone for Nevada, the Moapa Band of Paiutes, and tribal nations throughout the country," said Sen. Reid. "The Moapa Southern Paiute Solar Project is the first utility-scale solar project on tribal land and will deliver much-needed economic benefits to the tribe and Nevada. It will also create about 400 construction jobs, and replace dirty energy with clean solar power."

The power plant, anticipated to be fully operational by the end of 2015, is expected to generate enough solar energy to serve the needs of more than 93,000 homes. This amount of renewable energy will displace approximately 313,000 metric tons of carbon dioxide annually, or the equivalent of taking about 60,000 cars off the road, said LADWP.

LADWP said the project will play a key role in the utility's efforts to build a clean energy future by expanding renewable energy to 33 percent of its total power supply and eliminating coal-fired power. Solar energy from the Moapa plant will contribute 2.4 percent toward LADWP’s renewable energy portfolio. LADWP also plans to reduce energy use by at least 10 percent through energy efficiency measures; expand local solar and other forms of distributed generation; initiate a robust demand-response program; and rebuild local power plants to better integrate renewable energy and to be more flexible to meet peak demand.

"The Moapa Southern Paiute Solar Project is a significant step toward the Los Angeles Department of Water and Power's effort to achieve a major transformation of the city's power supply--one that has greater reliance on renewable energy resources and zero coal power," said LADWP General Manager Marcie L. Edwards.

For the Moapa Band of Paiutes, the utility-scale solar project is an opportunity to create economic opportunities while preserving the land and their cultural heritage.

"This is an important step in becoming a leader in Indian Country and will help to create a model for other tribes to follow," said Aletha Tom, chairwoman of the Moapa Paiute Tribal Council. "If our small tribe can accomplish this, then others can also. There are endless opportunities in renewable energy, and tribes across the nation have the available land on which to build them."

Moapa Southern Paiute Solar, LLC (a subsidiary of First Solar Electric, LLC) is the project owner and will construct the project using First Solar’s photovoltaic thin film solar modules. The project will be built on 2,000 acres of land on the Moapa River Indian Reservation and will include an onsite substation and a new 5.5-mile 500-kV transmission line that will connect the project to the existing Crystal Substation, serving energy users in California.

Once the Moapa Southern Paiute Solar facility becomes fully operational, LADWP will be able to repurpose existing transmission systems that now bring high-carbon coal-fired power from the Navajo Generating Station. The Moapa plant, along with a second utility-scale solar power plant in that region of Nevada, will enable the Los Angeles utility to stop receiving coal-fired power from the Navajo plant by the end of 2015, four years before it is required to do so by California law, LADWP said.

For those interested in applying for APPA's Reliable Public Power Provider (RP3) designation, the association has created the RP3 Application Guide, available on the APPA website.

The application period for the next round of RP3 awards will open on May 1 and end on Sept. 30. In the RP3 program, applicants earn points for their practices and accomplishments in each of four disciplines. Criteria within each category are based on sound business practices and are intended to represent a utility-wide commitment to safe and reliable delivery of electricity.

The RP3 Application Guide serves as a resource for RP3 applicants. Guidance on how to respond to each question in the RP3 application has been provided, along with a breakdown of the point values associated with each possible response. Criteria for grading these questions are established based on leading industry practices. This guide is meant to increase transparency in the RP3 panel’s grading expectations and help utilities better understand the application grading process.

The application guide, and the 2014 RP3 application form, are available for download now at www.PublicPower.org/RP3.

Regulatory counsel—The American Public Power Association is recruiting for a regulatory counsel to assist in energy policy formulation and policy advocacy before the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), federal courts, other federal/state agencies and industry policy forums. The incumbent participates in and monitors FERC dockets and NERC activities of interest to the association and its members, as well as advocates association positions in these forums and participates in coalitions on such matters with other industry associations and groups as appropriate. The incumbent also communicates with individual APPA utility members, groups of members and their counsel to develop and coordinate consistent policy positions. Required education and experience includes:

• a law degree and appropriate bar admissions to practice law before state and federal courts;
• prior relevant experience in FERC and NERC regulatory matters;
• broad experience in electricity policy issues;
• the ability to analyze legal issues, draft complex legal documents, understand multifaceted regulatory, technical and economic issues and develop solutions;
• the ability to help plan and organize educational offerings on areas of expertise for the association; and
• the ability to communicate effectively—verbal and written communications—and gain cooperation from staff, members, outside counsel, other industry association representatives, press and the public.

Energy control system training/compliance coordinator—The Lafayette Utilities System in Louisiana is recruiting for the position of energy control systems/compliance coordinator. The position analyzes regulatory agencies’ requirements pertaining to staff performing real time, reliability related tasks on the North American Bulk Electric System (BES); analyzes tasks assigned to staff; and develops, implements and maintains comprehensive training materials and methods consistent with a Systematic Approach to Training and compliant with the applicable NERC standards. The position also schedules and coordinates training sessions, conducts training, keeps thorough records and prepares reports. Qualifications: NERC certification is desired. An associate’s degree in a technical field related to industrial electricity, electric generation, transmission and distribution systems, electrical switching, power dispatching and operations of bulk power transmission systems, or an equivalent combination of education and experience, is required.
