Except where noted, all new certification and equipment requirements will take effect immediately. Noted changes to take effect after formal adoption of this document will be annotated by a superscript (1, 2, or 3) after the stated requirement.

The legend for the superscript is as follows:
1 – Compliance required after 6 months from 7 July 2011
2 – Compliance required after 12 months from 7 July 2011
3 – Compliance required after 24 months from 7 July 2011

China’s manned submersible Jiaolong will conduct a test 7 kilometers beneath the sea level in 2012, according to the National Marine Conference of China held on Dec. 26 in Beijing.
China will continue to develop marine science and technology. In 2012, China will implement the 29th Antarctic scientific expedition and the 5th scientific expedition with the purpose of improving polar andocean scientific investigation capacity.

Anyone with a computer or mobile online device can follow 35 international scientists, led by NOAA, as they explore seafloor volcanoes. The scientists are providing live video from the deep sea and describing their discoveries as they explore submarine volcanoes in the Western Pacific’s Lau Basin, centred between Samoa, Fiji and Tonga.

The global cable company Nexans recently announced a 10 year framework agreement with BP to supply umbilicals and other accessories and services for various oil and gas projects worldwide. The agreement will run from 2012 to 2022 and will cover the design, manufacture and supply of bespoke umbilicals that will carry fluid, power and control and telecommunication services for new subsea and oil and gas projects together with DEH systems that provide flow assurances in pipelines.

Plains Exploration & Production Co. has agreed to buy BP PLC’s deepwater Gulf of Mexico oil and gas properties for $5.55 billion. BP is selling its interests in three assets: the Marlin hub–consisting of the Marlin, Dorado and King fields–Horn Mountain, and Holstein. The deal also includes BP’s stake in two non-operated assets: Ram Powell and Diana Hoover, which BP had revealed it would sell in May.

Technip was awarded by Statoil a contract for the fabrication, installation and tie-ins of flowlines(1) for the Gullfaks South field development. The field is in the northern part of the North Sea, located approximately 190 kilometers northwest of Bergen, Norway, at water depths between 130 and 220 meters.

TDW Offshore Services (TDW), a leading supplier of pipeline services and equipment, has successfully completed a subsea pipeline pressure isolation operation in the Gulf of Mexico. Carried out at a depth of 370 ft (113 m) against 870 psig, this isolation enabled the safe and effective tie-in of a piggable wye to the Mississippi Canyon Gas Pipeline, a 30-inch natural gas line running between the West Delta 143 platform – a hub facility for deepwater oil and gas production – and the Venice Gas Plant in Louisiana.

Following the discovery of a potential debris field at Amelia Earhart’s proposed crash site offshore Nikumaroro Island in the Western Pacific, Sonardyne International Ltd is now able to reveal that it’s Ranger 2 USBL tracking system together with a Lodestar GyroUSBL was the acoustic positioning technology of choice for the mission. Provided to Phoenix International, the expedition contractor, Ranger 2 was used to position both the ROV (Remotely Operated Vehicle) and AUV (Autonomous Underwater Vehicle) used in the underwater searches. The U.S. Navy’s primary source of ocean search and recovery expertise, Phoenix International was contracted by The International Group for Historic Aircraft Recovery (TIGHAR).
