Published Guidelines for BSEE Contractor Enforcement

This informational update is being issued to notify stakeholders of The United States Bureau of Safety and Environmental Enforcement’s (BSEE) newly issued Interim Policy Document (15 August 2012). The interim document sets guidelines for inspectors with respect to enforcement actions against contractors.

This guidance document (drafted in response to the Macondo incident) outlines the enforcement, not only over operators, but all contractors providing offshore services within the BSEE’s jurisdiction.
In short, diving contractors performing services for operators can also be found to be in noncompliance of BSEE regulations.

All offshore contractors performing operations within the BSEE jurisdiction should review and familiarize themselves with the BSEE Interim Policy Document.
